Akram Rajoub said PA forces launced a crackdown in the camp last week and will continue until all 18 wanted criminals are detained.
So far, 13 have been taken into custody. Two of the men voluntarily turned themselves in to police, Rajoub said.
"We are determined and won't take even one step back until all fugitives, not only in Balata camp, but in all Nablus district, are arrested, he said.
The governor said that the gunmen posses high caliber machine guns worth 80,000 shekels ($20,000) each and are a threat to the "sovereignty" of the Palestinian Authority.
Rajoub said that the gunmen fired shots a church in the area on Monday evening.
Palestinian officials have criticized the security crackdown in the camp, with Fatah MP Jamal Tirawi criticizing any targeting of Balata camp specifically.
Fatah official in Balata Ibtisam Jabir said she condemns the labeling of the camp as "corrupt," noting that it has a long history of struggle and sacrifices.
Last week, three Palestinian security officers were injured in armed clashes with gunmen in Balata refugee camp.
